Guwahati: On Wednesday, the Assam cabinet approved guidelines to expedite the implementation of 5G technology in the state by granting 'Right of Way' (RoW) to telecommunication infrastructure. The guidelines include a single window clearance for 5G RoW applications, integration of Assam RoW applications with Central Gatishakti Sanchar Portal for 5G purposes, and provision for using street infrastructure for the deployment of small cells and overground cables. The guidelines also cover the deployment of poles for small cells or overground telecommunication cables, fee structure for various components of RoW, and revenue sharing among stakeholders.
The cabinet also approved the revival of the Assam Flying Club for aspiring commercial pilots and the re-engagement of 17 former employees of the Hindustan Paper Corporation Limited (HPCL) in different departments as per their qualification. Additionally, the cabinet passed the Assam Public Safety (Measures) Enforcement Bill, 2023, which mandates the use of surveillance equipment like CCTVs in crowded spaces to improve public safety.
The Bodoland Territorial Council (BTC) will receive Rs 361.42 crore as the second instalment for the year 2022-23 for overall development, and the council of ministers approved raising a loan of Rs 414.42 crore from NABARD for various projects. The cabinet also approved amendments to the Medical Colleges of Assam (Regulation of Admission into Post Graduate Degree and Diploma Courses) Rules, 2021, and the Assam Science and Technology University Act for efficient functioning.

The Assam Engineering College, Guwahati, will be declared a constituent college of the university, and the composition of the Assam Engineering Service Recruitment Board will be amended. The cabinet also recognized the three-year diploma in engineering awarded by State Council of Technical Education (SCTE) as equivalent to Class 12 (Science) for polytechnic students holding a diploma in engineering awarded by SCTE.
Finally, the cabinet sanctioned Rs 270 crore as grant-in-aid for the Chief Minister Samagra Gramya Unnayan Yojana and the implementation of the Amrit Sarovar Mission, aimed at developing and rejuvenating at least 75 water bodies in each district.
